When ancient astronomers found out they could predict the future positions of planets, it was like magic to ordinary people who couldn't understand how they did that. Astronomers were soon to take advantage of the public's perception of them as magicians, by making predictions that were in there own advantage or by asking money for predictions. In particular, if they could make people belive that their destiny was related to the movement of planets, people would be willing to pay for predictions of the planetary movements.

Actually, they don't use Neptune and Uranus because they weren't discovered when they were making up the horoscope nonsense. And it is nonsense. Might as well use tree rings or clouds instead of planets: it makes just as much sense.
